Appropriations

As a former member of the Senate Budget and Taxation Committee, and Chair of the Spending Affordability Committee, Roger Manno has a depth of experience in building state capital budgets, and and navigating the complexities of operating budget (PAYGO) and capital budget funds in order to build critical strategic infrastructure for clients.  These include securing millions of dollars in direct line items in the governor's Operating Budget and Capital Budget, through amendments in both the Senate and the House versions, the Governor's Supplemental Budget, the Board of Public Works, as well as departmental discretionary funding.

 

The firm takes on a limited number of appropriations clients, yielding extraordinary results, and a typical return on investment (ROI) rate of between 10X to 45X.

A recent example is our client, the Town of Middletown (Frederick County), which had an extremely complex capital project requiring significant state funding that fell outside of the normal Bay Restoration Fund programmatic funding parameters.  After our intensive work with leadership in the State Senate and House, the Secretary of the Department of Environment, and senior executive staff for Governor Moore, the project was funded, receiving 42.36 percent of all the capital funds allocated to the entire county, as reported by the Frederick News-Post, and an extraordinary ~60 percent of the entire statewide Bay Restoration Fund.

 

Here are a few additional examples of our success: 

Reservoir Replacement

In 2022, Manno & Associates LLC was instrumental in securing FY23 Supplemental Budget funding to replace the failing reservoir serving the more than 3000 residents of the Town of Boonsboro.

Rural Development Funding

Manno & Associates LLC secured FY22 discretionary agency funding and FY23 Supplemental Budget funding to assist a large rural services provider in its work on behalf of 25 rural Maryland municipalities throughout 10 rural counties.

Water Treatment Plant Upgrades

In the 2022 legislative session, Manno & Associates LLC was successful in securing FY23 Capital Budget funding for necessary wastewater treatment upgrades for a rural municipality.

Caroline County North County Branch Library; Greensboro Community Center

In 2023, Manno & Associates LLC secured critical FY24 Capital Budget funding for the Caroline County North County Branch Library, which also provides Adult Basic Education, Head Start, Early Head Start, Housing Assistance, Circuit Rider services, and Technical Assistance for Rural Infrastructure (TAP) services.

Williamsport Town Hall Restoration

In 2024, Manno & Associates LLC was successful in securing funding for major renovations and system upgrades of the Williamsport Town Hall, listed in the National Register of Historic Places withing the Williamsport Historic District. (Washington County)

Middletown Wastewater Treatment Plant

In 2024, Manno & Associates LLC was successful in securing $4.28M in Capital Budget funding for the Middletown Wastewater Treatment Plant through the installation of “Enhanced Nutrient Removal” (ENR) technology and the ancillary improvements.  (Frederick County).

Williamsport Memorial Library Restoration

In 2024, Manno & Associates LLC was successful in securing funding for major repairs and remediation of the Williamsport Memorial Library. Built with the assistance of the FDR's Works Progress Administration, the library is a memorial to 14 Williamsport High School students who lost their lives in 1935, when the bus they were riding in was hit by a train. (Washington County).

Major Drinking and Wastewater Projects

In 2023, Manno & Associates LLC secured FY24 Capital Budget funding to begin work replacing lead pipes and upgrading  failing critical water infrastructure in Washington County.

Chase-Six Campus Avenue Realignment and Intersection

In both 2022 and 2023, Manno & Associates LLC was successful in securing necessary FY23 and FY24 Capital Budget funding for this critical infrastructure improvement in Washington County.

US Route 11 Bridge

In 2022 and 2023, Manno & Associates LLC worked with state, local and federal lawmakers and State Highway administration to begin a PELL Feasibility Study on alternatives to the failing US Route 11 Bridge.

Budget Language

On behalf of the United Association and the Mid-Atlantic Pipe Trades, Manno & Associates LLC secured important FY22 budget language to advance certified apprenticeship programming.

Hagerstown Apprenticeship Training Center

In 2023, Manno & Associates LLC was successful in securing FY24 Capital Budget funding for the Plumbers and Steamfitters Local Union No. 486 Joint Journeymen and Apprentice Training Fund, for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Local Union No. 486 Hagerstown School Renovation project (Washington County).

Williamsport Historic Manor House

In 2023 and 2024, Manno & Associates LLC was successful in funding for the purchase and restoration of the Revolutionary War-era Springfield Manor House and contiguous buildings, including the historic Stillhouse, Distillery and Spring House. (Washington County)

Joint Chairman's Report Study Language: MD US Route 11 Bridge

In 2023, Manno & Associates LLC was successful in inserting language in the FY24 Joint Chairman's Report, expressing concerns regarding the condition and current alignment of the US Route 11 bridge connecting Williamsport, Maryland with West Virginia and spanning the C&O Canal and the Potomac River.  (Washington County).
